What's the difference between a ghoul and a goblin?

The Answer:

Ghouls are the more disgusting of the two. They were evil spirits who robbed graves to eat the dead. (This was before fast food hamburgers). The 19th century low-life grave robbers who provided doctors with fresh corpses on which to experiment were also called ghouls.

Goblins were frightfully ugly sprites who could be bad as bad can be, but sometimes were merely mischievous. The latter were often called hobgoblins. Some goblins were also said to come with old houses (and you thought crabgrass was a problem!).

The Los Altos, Ca., school system banned all Halloween celebrations because of the holiday's roots in pagan tradition. School systems across the country, including Howard County's, have changed the focus of Halloween to emphasize the harvest time and have banned children from wearing certain politically incorrect costumes, from witches to bums to Indians.

WHEN TRICK-OR-TREATING

Young children should never trick or treat alone. A Parent or responsible Adult should always be with young children as they make their neighborhood rounds.

Remind Trick-or-Treaters:

1. Use a flashlight, they can see and be seen by others.

2. Stay in a group, walk slowly and tell the group where you are going.

3. Only trick-or-treat in well known neighborhoods at homes that have a porch light on.

4. Remain on well-lit streets and always use the sidewalk.

5. If no sidewalk is available, walk at the farthest edge of the roadway
facing traffic.

6. Never cut across yards or use alleys.

7. Never enter a stranger's home or car for a treat.

8. Follow all traffic and pedestrian rules.

9. Always walk. Never run across a street.

10. Only cross the street as a group in established crosswalks
(as recognized by local custom.

11. Remove any mask or item that will limit eyesight before crossing a street,
driveway or alley.

12. Don't assume the right of way. Motorists may have trouble
seeing Trick-or-Treaters. Just because one car stops, doesn't mean others will.

13. Never consume unwrapped food items or open beverages that may be offered.

14. No treats are to be eaten until they are thoroughly checked by
an Adult at home.

15. Law Enforcement authorities should be notified immediately of
any suspicious or unlawful activity.

Lesli A. Maxwell reports on Race to the Top Rules and Testing Experts Caution

Prominent Testing experts caution the U.S.Department of Education in a letter written October 5th to “pursue vigorously the use of multiple indicators of what students know and can do,” said The Board of Testing and Assessments.

U.S. Department of Education and Education Secretary Arne Duncan will soon have finalized the official rules for Race to the Top and on how they propose to use assessments to measure student achievement and teacher-quality improvements under the initiative. $4 billion dollars will be allocated to states that participate.

Glossary of Terms

Barter: The direct exchange of goods and services among people. No money is used in the exchange.

Continental dollar: Paper currency issued by the Continental Congress to finance the Revolutionary War. The currency was not redeemable on demand for gold or silver. Congress issued so much of this currency during the war that inflation
became rampant and destroyed its value, which led people to use the phrase: “Not worth a Continental.”
